In March 2026 the Government Major Projects Portfolio held **189 projects**. Of the 81 with an independent delivery confidence rating, **24 were rated red**, 51 amber and 6 green. Red is the lowest of the three ratings; the authority defines each in its annual report. The projects with a published whole-life cost total £437.7bn (2024-25 real prices, as the file states). ## What is the short version?



- **The scale has changed:** it had five points before March 2022, and from the 2024-25 data each project carries either the independent rating or the department’s own, so fewer have an independent one.
- **Costs cover only the projects that publish one:** 132 of 189 in March 2026. Some ratings and costs are withheld under the Freedom of Information Act.
- **Totals are not comparable across that change:** the March 2026 file gives costs in 2024-25 real prices; earlier files mostly in cash.
- **A rise in a project’s cost is not necessarily an overspend:** a change in scope, in timing or in how costs are counted moves it too.

**Why the years are not quite like for like**



The independent rating is the Infrastructure and Projects Authority’s delivery confidence assessment, now made by
the National Infrastructure and Service Transformation Authority. From the 2024-25 data a project carries either
that rating or its senior responsible owner’s own rating, not both, so the number with an independent rating has
fallen. Before March 2022 the scale had five points; this table starts when it became red, amber and green. Some
ratings and costs are withheld under the Freedom of Information Act, which is why not every project has a figure.
Costs are not adjusted between years except where the file says so: the March 2026 file gives costs in
2024-25 real prices.
