English councils took **£2.7bn** from parking in 2025–26 and spent £1.2bn running it, a **surplus of £1.4bn**, up 21% on the year before. Penalty charges made up £900m of the income. A surplus may only be spent on parking, public transport, highway and environmental improvements and similar purposes; a deficit is made good from the general fund. Outside London, £70 or £50 on the higher band, halved if paid within 14 days. In central London, up to £160 from April 2025.Is council parking income ring-fenced?
