**£31.6bn** was spent on police services in Police, United Kingdom in 2025-26, **£454** per resident. That is +4.8% on a year earlier after inflation (+8.4% in cash). In 2025-26 prices it has gone from £28.1bn in 2006-07 to £31.6bn. The 43 forces of England and Wales have £18.5bn to spend in 2026-27, £6.5bn of it from the council tax precept.

Real terms use HM Treasury’s GDP deflator, 2025-26 prices. Breaks in the series: 2012-13: Police and crime commissioners replaced police authorities after the elections of November 2012. 2013-14: Police Scotland replaced Scotland’s eight regional forces on 1 April 2013. 2017-18: Police, fire and crime commissioners and mayors could take on police governance from 2017; the funding tables follow the body that sets the precept.

## Grant or precept: where the money comes from



Forces in England and Wales have two main sources of money: grant from the Home Office (and, in Wales, the Welsh
Government), and the police precept on council tax, set each year by the police and crime commissioner or mayor.
The precept was 28.2% of their funding in 2015-16 and is 34.9% in 2026-27. Scotland and Northern
Ireland have no police precept.

What each measure counts



- Funding per resident

Government funding plus precept, per resident, cash.
- Police precept, Band D

The police part of a Band D council tax bill in the force area. In London the Mayor’s police precept is part of the Greater London Authority’s and is not published separately; City of London has no police precept.
- Officers per 100,000 residents

Full-time equivalent officers per 100,000 residents: on 31 March in England and Wales (Home Office), at each quarter end in Scotland (Scottish Government), and on the date of the PSNI’s strength figures in Northern Ireland. Forces with large visitor or commuter populations (London, the City) look high on this measure.
- Recorded crime per 1,000 residents

Offences recorded by the force in the financial year, excluding fraud, per 1,000 residents: Home Office figures for England and Wales, and the PSNI’s for Northern Ireland, which records under the same Home Office Counting Rules and offence groups. Recorded crime depends on what is reported and how each force records it; recording practice differs between forces and has changed over time. A higher rate is not in itself a sign of more crime or worse policing.

- The public were clear about what they were willing to contribute, with 66% supporting an increase, and I am grateful for the trust they have placed in us to ensure the best value for money. - The Government is relying on a hidden council tax bombshell to fund their half-hearted rise in police funding as they pass the buck to local families. ### Those who say deployment, experience or productivity matter more than headcount

## What these figures do and don't show



- **Recorded crime is not all crime.** It counts what is reported to the police and recorded under the Home Office Counting Rules. Recording practice differs between forces and has changed over time; the Crime Survey for England and Wales is the better guide to national trends.
- **Breaks in the series are marked.** After the inspectorate found in 2014 that one crime in five was not being recorded, recording improved, which pushed counts up from 2014-15; a rule change in May 2023 lowered some counts; and from April 2025 shop theft with force is counted as robbery.
- **Nothing here shows cause and effect.** Funding, officers, recorded crime, charge rates and call answering are shown side by side. A force with more money or more officers per resident may face more demand; a higher crime rate may reflect better recording.
- **Areas differ.** Rates divide by residents, but London and city-centre forces serve many commuters and visitors who are not residents. The Home Office’s most similar forces are the fairest comparison it publishes.
- **Budget years are plans.** The latest funding year is the budget; earlier years are revised as in-year grants are shared out.
