Quangos and arm’s-length bodies

£365.7bn was spent on the UK Government’s arm’s-length bodies in the UK in 2023-24. That is +1.1% on a year earlier after inflation (+6.5% in cash). In 2025-26 prices it has gone from £348.2bn in 2018-19 to £393.7bn. That is the total managed expenditure of 304 bodies, 245 of them non-departmental public bodies, with 397,003 staff. Most of it is passed on: NHS England alone spent £174.2bn, most of the NHS budget.

What is the short version?

  • Fewer quangos than 20 years ago: 245 non-departmental public bodies at 31 March 2024, against 797 at 31 March 2002, though some of the fall is how they are counted.
  • A few bodies are most of the money: NHS England (£174.2bn), Education and Skills Funding Agency (£72.2bn), HM Revenue & Customs (£39.6bn).
  • Much of it is passed on: the NHS, schools and research grants are paid through these bodies, and are counted again on those services’ pages.
  • UK Government bodies only: Scotland, Wales and Northern Ireland have their own, not listed here.

Real terms use HM Treasury’s GDP deflator, 2025-26 prices. Breaks in the series: 2019-20: No directory was published for 2020-21 or 2021-22 (paused during the pandemic). 2022-23: From 2022-23 the Public Bodies Directory reports each body’s total managed expenditure; 2018-19 and 2019-20 are budget outturn (resource and capital DEL plus AME) from the older editions, the nearest earlier measure. 2023-24: Machinery of government: DLUHC became MHCLG in July 2024, and the Forestry Commission, listed as its own sponsor in 2022-23, is under Defra. Each department’s 2022-23 figure includes the bodies it sponsors now.

How many there are, and how that has changed

At 31 March 2024 the UK Government sponsored 304 arm’s-length bodies, of which 245 were non-departmental public bodies (NDPBs, the bodies usually meant by “quangos”). At 31 March 2002 there were 797 NDPBs. Executive agencies and non-ministerial departments have been counted only since 2013.

No edition was published as at 31 March 2010, 2011, 2021 or 2022. “Other” is the Independent Monitoring Boards of prisons and immigration centres (each counted until 2016, one body in 2017) and, from 2023, Crown NDPBs.

The 2010 review (“the bonfire of the quangos”)

The review announced on 14 October 2010 took in 904 bodies. In 2011 the government set a goal of reducing them by 250. The Cabinet Office’s account of the outcome by 2015:

The 2010 review covered over 660 NDPBs and over 240 other bodies, including some non-ministerial departments and public corporations; executive agencies were not included. The government set a goal in 2011 of reducing the 904 by 250. Some bodies left the count by being merged, reclassified or brought into a department rather than closed, and their work continues.

Two measures, never joined. The jump in 2013-14 is NHS England (then the NHS Commissioning Board) becoming an executive NDPB and taking over NHS commissioning budgets. Gross expenditure for 2006-07 to 2008-09 is from the PDF editions; the Regional Development Agencies and other bodies abolished after 2010 are in the earlier years.

What each measure counts

  • Executive NDPBs

    NDPBs that carry out administrative, commercial, executive or regulatory work, with their own staff and budget.

  • Advisory NDPBs

    Committees that advise ministers, usually supported by civil servants of the sponsoring department.

  • Tribunal NDPBs

    NDPBs with jurisdiction in a specialised field of law (counted as tribunal systems, not individual panels).

  • Executive agencies

    Parts of a department with their own management and budget (the DVLA, the Rural Payments Agency); counted from the 2013 edition.

  • Non-ministerial departments

    Government departments without their own minister (HMRC, Ofsted, the Food Standards Agency); counted from the 2013 edition.

What is not published here, and why

Not in this dataset

  • Each body’s spending in the tree

    The directory gives one line per body, so the drill-down stops at the sponsoring department and every body is in the searchable table instead.

  • Public corporations (the BBC, Channel 4, the Post Office), NHS trusts and the devolved governments’ own bodies

    Not in the Cabinet Office directory, which covers bodies sponsored by UK Government departments. The Scottish Government, Welsh Government and Northern Ireland Executive each keep their own list.

  • Spending by body before 2022-23 and in 2020-21 and 2021-22

    The directory was paused for 2020-21 and 2021-22. The older editions published spending in a different layout each year; the 2016 to 2018 finance tables count NHS trusts inside NHS England and leave some bodies blank, so they are not read.

  • Board members’ pay and chief executives’ pay

    The directory gives the chair’s pay only; each body’s annual report and accounts gives the rest.

  • Spending or staff by nation or area

    Not published. The directory gives each body’s headquarters region and the parts of the UK it covers, shown here; staff are counted at the headquarters, not where they work.

What these figures do and don't show

  • The same money is counted elsewhere. Most of what these bodies spend is passed on: NHS England’s to the NHS, the Education and Skills Funding Agency’s to schools and colleges. It is also counted on those services’ pages, and the two are never added.
  • The total mixes bodies with different reach. Some serve the whole UK, some Great Britain, some England and Wales, some only England; the table says which. That is why no per-resident figure is given.
  • Counts depend on how bodies are counted. Executive agencies and non-ministerial departments were first counted in 2013; the Independent Monitoring Boards of prisons were 133 bodies until 2016 and one from 2017; a group of committees listed together counts as its number of committees. Each break is marked.
  • Spending measures change between editions. Executive NDPBs’ gross expenditure (to 2014-15) and total managed expenditure (from 2018-19) are different measures and are shown as separate lines, never joined. Nothing is read for 2015-16 to 2017-18, when the finance tables were published in a form that double counts, or for 2020-21 and 2021-22, when the directory was paused.
  • Staff are counted at headquarters. The region table shows where each body’s head office is, not where its staff work: HM Prison and Probation Service’s staff work across England and Wales.
  • Public corporations and devolved bodies are not here. The BBC, Channel 4 and the Post Office, NHS trusts, and the bodies of the Scottish Government, Welsh Government and Northern Ireland Executive are outside the Cabinet Office directory.
  • Figures are as each body reported them. The Cabinet Office collects them from departments and checks them, and revises the file when bodies correct them; blank cells mean nothing was given.
  • Cash and real terms are both shown. Real terms use HM Treasury’s GDP deflator; the price base is given on each chart. Machinery-of-government changes (DLUHC to MHCLG, the Forestry Commission under Defra) are marked on the departments.

Common questions

What is a quango?
An informal name for a public body that works at arm’s length from ministers. The government’s own term is non-departmental public body (NDPB): executive NDPBs such as the Environment Agency, advisory NDPBs (committees that advise ministers) and tribunal NDPBs. Executive agencies and non-ministerial departments are also arm’s-length bodies but are part of government departments.
Are the Scottish, Welsh and Northern Irish bodies included?
No. This is the Cabinet Office’s directory of bodies sponsored by UK Government departments. The devolved governments keep their own lists.
