Where do the figures on the council map come from?

Each measure comes from the body that publishes it: council tax from MHCLG and the Scottish and Welsh Governments, complaints from the ombudsmen, finances from MHCLG and the Scottish Government, audit status from Public Sector Audit Appointments, and ratings from Ofsted and the Care Quality Commission. Every council page links to each source.

Is there a league table of the worst councils?

No. The map and the report cards compare one measure at a time with the figure for the nation. They do not combine measures into a score or rank councils, because the measures describe different things and several depend on circumstances a council does not control.

Why is Northern Ireland shaded differently?

Northern Ireland has no council tax. Households pay domestic rates, part set by the council (the district rate) and part by the Executive, so on the council tax measures its councils are shaded by their district rate, on a scale of their own. Some measures, such as social care and roads, are not run by councils there at all, and the map says so. Domestic rates are explained on the Northern Ireland rates page.

What is the short version?

One measure at a time: there is no combined score and no league table, and each figure is compared with its own nation’s.
A colour is a fifth, not a verdict: number measures are split into five bands that each hold about a fifth of councils, so a colour says where a council sits, not whether its figure is good or bad.
Two-tier areas: where the county council runs the service (Ofsted and CQC), each district shows its county’s figure, marked “(county)” in the table.
Every figure is also in the table, which works with a keyboard and a screen reader, and each council’s page has its full report card.
Every nation is on the map: where a nation measures something differently it is shaded on its own scale, with its own legend; where it publishes nothing by council, the map says so and links to what it publishes. Northern Ireland has domestic rates, not council tax, so its councils show their district rate.

What does this measure show?

The bill for a Band D home with two adults, including every precept (county, police, fire and parish), set by each council for the year. Scottish bills have no police or fire element, which is part of why they are lower.

Which boundaries does the map use?

Council boundaries from the Office for National Statistics, May 2026 edition, generalised to 500 metres, matching the 2026-27 council tax year. Councils merged since 2019 are shown as the council that exists now, and each such council’s page names the councils it replaced. Reorganisation already enacted for April 2027 in Surrey is noted on the pages of the councils it affects.

350 council tax areas in England, Scotland and Wales, and Northern Ireland’s 11 councils, are drawn. Households in Northern Ireland pay domestic rates, not council tax, so its councils are shown by their own measures where they publish them.

Common questions

Where do the figures on the council map come from?: Each measure comes from the body that publishes it: council tax from MHCLG and the Scottish and Welsh Governments, complaints from the ombudsmen, finances from MHCLG and the Scottish Government, audit status from Public Sector Audit Appointments, and ratings from Ofsted and the Care Quality Commission. Every council page links to each source.
Is there a league table of the worst councils?: No. The map and the report cards compare one measure at a time with the figure for the nation. They do not combine measures into a score or rank councils, because the measures describe different things and several depend on circumstances a council does not control.
Why is Northern Ireland shaded differently?: Northern Ireland has no council tax. Households pay domestic rates, part set by the council (the district rate) and part by the Executive, so on the council tax measures its councils are shaded by their district rate, on a scale of their own. Some measures, such as social care and roads, are not run by councils there at all, and the map says so. Domestic rates are explained on the Northern Ireland rates page.
