Environment and rural: flood defences, farm support and waste

£25.8bn was spent on environment protection and agriculture in the UK in 2025-26, £371 per resident. That is +7.0% on a year earlier after inflation (+10.7% in cash). In 2025-26 prices it has gone from £23.7bn in 2006-07 to £25.8bn. Flood and coastal defence in England took £1.4bn of central government money in 2024-25. Farm support payments across the UK were £4.9bn in 2025.

What is the short version?

  • Farm support is moving from land to actions: in 2025 agri-environment schemes paid £1.8bn and the Basic and delinked payments £1.0bn across the UK.
  • Payments are concentrated: the top 10% of CAP recipients in England received 54% of the money in 2024.
  • Recycling has stalled: England recycled 42.0% of household waste in 2024-25, about the same as ten years earlier.

United Kingdom: spending in cash and in 2025-26 prices, £ billion

Real terms use HM Treasury’s GDP deflator, 2025-26 prices. Breaks in the series: 2021-22: The UK left the Common Agricultural Policy: from 2021 every direct payment was funded by the UK, and England began cutting Basic Payment Scheme payments, replaced by delinked payments from 2024 while new schemes (the Sustainable Farming Incentive) grew. 2021-22: The flood statistics stopped counting MHCLG’s grant to lead local flood authorities. 2020-21: Farm payments formerly financed by the EU came into Defra’s own budget, roughly doubling it.

Farm subsidies over fifty years

Subsidies to UK farming were £3.4bn in 2025, 40% of Total Income from Farming (£8.4bn). In 2025 prices they have gone from £1.4bn in 1973 to £3.4bn. Since 2021 direct payments have been funded by the UK rather than the EU budget.

Farm support now: by kind, scheme and nation

In 2025 £4.9bn was paid to support UK agriculture, £3.0bn of it identifiably in England. Payments for land area, the Basic Payment Scheme and its delinked successor in England, are falling; agri-environment schemes, which pay for actions such as hedgerow management and cover crops, are growing. Each nation runs its own schemes.

The Basic Payment Scheme ended in England in 2023; delinked payments, not tied to farming land, replace it and shrink each year until 2027.

Flood and coastal defences in England

Central government spent £1.4bn on flood and coastal erosion risk management in England in 2024-25, against £509m in 2005-06. Most goes through the Environment Agency, which builds and maintains defences and runs flood warnings; councils, internal drainage boards and water companies also manage flood risk. Scotland, Wales and Northern Ireland fund flood defence through their own governments and councils, and their figures are in the drill-down under other environment protection.

Who receives farm payments

In the year to 15 October 2024, 142,553 farm businesses, landowners and others received £1.9bn in payments under the CAP and the rules kept after Brexit; 119,442 of them are named because they received £1,114 or more. Payments follow land area, so a few large recipients receive a large share: in England the top 1% of recipients received 21% of the money and the top 10% received 54%.

As published by the paying agencies on the UK CAP payments site, Open Government Licence. Several of the largest recipients are fruit and vegetable producer organisations, paid on behalf of their members. Recipients are published only to postcode district, which does not map onto council areas, so no council figure is given. Every recipient can be searched on the CAP payments site until it closes in May 2027.

The Sustainable Farming Incentive, England’s main new scheme, publishes no list of recipients. Defra’s statistics give the spread instead: on 27 October 2025, £848m a year was committed to 35,500 businesses, and When businesses in SFI are ranked by their annual income through SFI, the highest 4% of businesses will receive 25% of total annual revenue payments.

Waste and recycling

Councils collect and dispose of household waste: in two-tier England the district collects and the county disposes. England’s household recycling rate was 42.0% in 2024-25, up from 11.2% in 2000-01 but little changed for a decade. Recycling rates are measured differently in each nation, so each council is compared with its own nation only.

What each measure counts

  • Household waste sent for reuse, recycling or composting

    Share of household waste collected by the authority that was sent for reuse, recycling or composting (Defra, formerly NI 192), England, financial years. Published for collection authorities (district councils), disposal authorities (county councils, counting everything collected in their area) and unitary councils; a district’s own figure is used where it has one.

  • Residual household waste per household

    Kilograms of household waste per household not sent for reuse, recycling or composting (Defra, formerly NI 191), England, financial years. Published for collection, disposal and unitary authorities.

  • Council-collected waste sent to landfill

    Share of local authority collected waste sent to landfill (Defra, formerly NI 193), England. Published for disposal and unitary authorities only, which decide where waste goes; districts have no figure.

  • Spending on waste collection and recycling per household

    The collection authority’s net revenue spending on waste collection and on recycling and waste minimisation, divided by the dwellings on its council tax list (MHCLG council taxbase). England: district, unitary, metropolitan and London borough councils, which all collect household waste. Net revenue spending from the council’s own return (MHCLG revenue outturn in England, Scottish Local Government Finance Statistics, StatsWales), after income such as charges for garden waste and bulky collections; capital spending on vehicles, depots and plants is left out.

  • Spending on waste disposal per household

    The council’s net revenue spending on waste disposal divided by the dwellings in its area. England.   • Household waste recycled (Scotland)

    Share of household waste recycled, calendar year (SEPA). Scotland’s measure counts differently from England’s and Wales’s, so it is compared within Scotland only.

  • Municipal waste reused, recycled or composted (Wales)

    Share of local authority municipal waste reused, recycled or composted, the statutory target measure (Welsh Government). It covers more than household waste, so it is compared within Wales only.

  • Household waste prepared for reuse, dry recycled or composted (Northern Ireland)

    Share of household waste arisings prepared for reuse, dry recycled or composted (DAERA, KPI (a2)), financial years, from the four quarters of DAERA’s time series added together. DAERA says other nations’ figures are not always measured the same way, so it is compared within Northern Ireland only.

  • Household waste not recycled per person (Scotland)

    Kilograms per person of household waste not recycled: SEPA’s household waste generated per person less household waste recycled per person, calendar year. Per person rather than per household, and on Scotland’s own definitions, so it is compared within Scotland only.

  • Residual household waste per dwelling (Wales)

    Annual residual household waste produced per dwelling, in kilograms, as the Welsh Government publishes it (StatsWales), financial years. Compared within Wales only.

  • Household waste not reused, recycled or composted per household (Northern Ireland)

    Kilograms per household of household waste not prepared for reuse, dry recycled or composted: DAERA’s household waste arisings less the tonnes counted in its KPI (a2), over the year-end housing stock DAERA uses for KPI (h). Compared within Northern Ireland only.

Where the money comes from, and who does the work

The Environment Agency spent £2.3bn in 2025-26 (£2.1bn in 2024-25); 74% of its funding came from Defra and most of the rest from charges. Its charges raised £537m against £566m of costs they are meant to cover.

What these figures do and don't show

  • Farm support is counted three ways here, and they do not match. Agriculture in the UK counts payments by calendar year when they are paid; the Rural Payments Agency’s accounts count spending when it is owed; the Treasury’s figures are by financial year and include administration. Each table says which it is.
  • Recipient data stopped with the CAP. The UK CAP payments site lists payments made under the CAP and retained CAP rules; its last year for England, Scotland and Wales is October 2023 to October 2024, and it closes in May 2027. The Sustainable Farming Incentive and other new schemes publish no list of recipients, only totals and distributions.
  • Flood defence and waste figures are England only unless a table says otherwise: Scotland, Wales and Northern Ireland fund flood defence through their own governments and councils, and their council waste returns count differently.
  • Outputs are shown beside the money, not as its result. Properties better protected are the Environment Agency’s modelled estimates of schemes completed in the year; recycling rates depend on what households throw away, local markets and how councils collect.
  • Council waste spending is net revenue spending. It is after charges such as garden waste collection and leaves out capital spending on vehicles and plants; in two-tier areas the district collects and the county disposes, so the two are shown separately.
  • Council figures are keyed by the council that publishes them. Recycling rates exist for districts, counties and unitaries; spending per household for collection authorities. The map shows a district’s own figure where it has one.

Common questions

Who pays for flood defences?
In England mostly central government, through Defra and the Environment Agency, with contributions from councils (the local levy), businesses and others under partnership funding. In Scotland, Wales and Northern Ireland flood defence is funded by the devolved governments and councils.
Can I see who received farm payments?
For payments under the Common Agricultural Policy and the rules kept after Brexit, yes: the UK CAP payments site names every recipient of £1,114 or more, to October 2024 (October 2025 in Northern Ireland), until it closes in May 2027. The new schemes, such as England’s Sustainable Farming Incentive, publish totals and distributions but not recipients.
