What these figures do and don't show
- Compare with prisons of the same function. Costs per prisoner differ by what a prison does: local prisons serving courts, training prisons, high-security, open and youth establishments.
- Overall cost includes shared costs. HMPPS adds each prison’s share of regional and national costs (healthcare, education, maintenance contracts, headquarters) to what it spends itself.
- Contracted prisons are costed differently, and their staff are not on the HMPPS payroll, so no staff figure is shown for them.
- Nothing here shows cause and effect. A prison’s cost, crowding and staffing sit side by side; none is presented as the result of another.
