Roads and roadworks: spending, condition, potholes and who digs them up

£14.2bn was spent on national and local roads in the UK in 2025-26, £205 per resident. That is +1.1% on a year earlier after inflation (+4.6% in cash). In 2025-26 prices it has gone from £13.5bn in 2006-07 to £14.2bn. Councils in England and Wales put the one-off cost of clearing the local road repair backlog at £18.62 billion (ALARM 2025-26). Utilities accounted for 63.9% of the days of roadworks finished in England in August 2026. Neither fuel duty nor vehicle excise duty is earmarked for roads.

What drivers pay, and what is spent on roads
In 2025-26 fuel duty raised £24.6bn and vehicle excise duty £9.0bn: £33.6bn together. Spending on national and local roads across the UK was £14.2bn, equal to 42% of those two taxes (29% in 2006-07).
Neither tax is earmarked for roads, and has not been since the 1930s. The Road Fund set up by the
Roads Act 1920 had become notorious for being raided for other purposes, and
in the House of Lords Library’s words, Hypothecation was formally ended by provisions in the Finance Act 1936, which ensured that by 1 April 1937 the revenues from motor vehicle taxes were paid directly into the consolidated fund
.
From 2020 to 2025 the government set strategic road funding in England at a sum equal to vehicle excise duty receipts (the National Roads Fund). That was a spending decision, not an earmark: the duty itself still went into the Consolidated Fund. "Road tax" has not existed since; see vehicle excise duty
and fuel duty.

National Highways: funding by road period, and what was delivered
England’s motorways and major A roads are run by National Highways (Highways England until 2021), funded through five-year road investment strategies. The Office of Rail and Road checks each period’s delivery. Scotland’s and Wales’s trunk roads are run by their governments and are not funded this way.

Local roads: where the maintenance money goes
Councils pay for road maintenance from two pots: capital grant from government (in England, DfT’s highways maintenance allocations), which pays for most resurfacing, and their own revenue budgets, which pay for routine repairs, gritting and street lighting. DfT’s split below covers both for England; each council’s page shows its revenue spending per mile of road it looks after.
Published by DfT (RDC0310) in real terms only, at 2024-25 prices by the GDP deflator. Structural includes bridges and unplanned patching; routine includes winter service. Gross-equivalent revenue and capital spending. For comparison, maintenance of National Highways’ trunk roads was £1.5bn in 2024-25 (£1.4bn in 2005-06; its accounting basis changed in 2009-10). England only.

What each measure counts

Road maintenance spending per mile
The highway authority’s net revenue spending on road maintenance (structural and routine) divided by the miles of road it looks after (locally managed A roads and all minor roads, DfT RDL0102, latest year). Net revenue spending from the council’s own return (MHCLG revenue outturn in England, StatsWales in Wales, Scottish Local Government Finance Statistics in Scotland). It leaves out capital spending, which pays for most resurfacing and is funded mainly by government grant, and it is after income such as recharges; the nations’ returns differ in what is netted off, so compare councils within a nation.

The backlog: what councils say it would cost to catch up
The Asphalt Industry Alliance’s annual survey of highway authorities in England and Wales (ALARM 2026) puts the one-off cost of bringing local roads up to a reasonable steady state at £18.62 billion in 2025-26, or £91,100 a mile. Councils estimate clearing it would take 12 years (12 in England outside London, 8 in London, 15 in Wales) if the money were there. Their annual carriageway budgets fell £1.37 billion short of what they said they needed.

Prevention or patching: the evidence on value for money
Preservation treatments such as surface dressing seal a road before water gets in and potholes form; resurfacing and strengthening replace it once it has failed; reactive patching fills holes as they appear. In the ALARM survey, a pothole filled as part of a planned programme cost £63.11 on average in 2025-26, against £93.79 as a reactive repair, and councils spent 25% of their carriageway budgets on reactive work (they said 18% would be appropriate).
The increasing backlog in road maintenance work hinders local authorities in undertaking preventative work that could deliver better value.

Potholes and compensation
There is no agreed definition of a pothole, and no nationwide data on potholes held by government.

councils in England and Wales told the ALARM survey they filled 1,903,498 potholes in 2025-26, at about £149.3 million, and paid £15.9 million in compensation claims, with another £15.1 million in staff time handling them.
Councils answering the RAC’s Freedom of Information requests received 53,015 claims in 2024 and paid 13,832 of them.
Since 2025 English highway authorities have had to publish a highways maintenance transparency report, setting out their maintenance work, to receive all of their DfT funding; each council’s page links to its report. DfT rates each authority red, amber or green on condition, spending and best practice: for 2025-26, 125 amber, 13 red, 16 green (DfT ratings).

Roadworks: who digs, for how long, and how often they overrun
In August 2026 163,028 works started on English roads. Utilities and other statutory undertakers promoted 66.7% of them and accounted for 63.9% of the days on site of works that finished that month; the rest were mostly the highway authorities’ own works. 2.2% of works finished on a later day than their permit allowed. Street Manager covers England only; each council’s page has its own figures.

Section 74 overrun charges
What it is: A highway authority can charge a utility for every day its works run past the agreed duration, up to £10,000 a day depending on the road. From January 2026 the charges also apply at weekends and on bank holidays.
What it raises: No national total of overrun charges is published. Individual councils publish theirs in answers to Freedom of Information requests. Source.

Lane rental
What it is: A lane rental scheme, approved by the Secretary of State, lets a highway authority charge for each day works occupy its busiest roads at the busiest times. From January 2026 authorities must spend at least half of any lane rental surplus on road maintenance.

Permit schemes
What it is: Highway authorities in England can run a permit scheme: works promoters apply for a permit and may be charged a fee, and fee income must not exceed the scheme’s allowable costs over three years. An authority is not required to charge a fee for its own works.

What these figures do and don't show
- Neither fuel duty nor vehicle excise duty is earmarked for roads. Both go into the Consolidated Fund with almost every other tax. Motoring taxes and road spending are shown side by side, not as what one paid for.
- Council figures are revenue spending only. Most resurfacing is capital spending, paid for mainly by the Department for Transport’s grant, which is shown separately as an allocation. Net figures are after income, and each nation’s return nets off different things, so compare councils within a nation.
- Condition, treatment, ratings and roadworks are England only. Scotland and Wales publish road condition through their own council performance frameworks, not read here; Street Manager covers England.
- Condition is shown beside money, not as its result. Weather, traffic, the age of the network and survey methods all move the figures, and councils began moving to a new survey standard in 2024-25.
- Pothole numbers and compensation are not collected by government. The figures here come from an industry survey (ALARM) and from Freedom of Information compilations, each named; councils outside a compilation have no figure.
- Roadworks counts are what Street Manager records. “On site in the month” counts works that started, finished or were updated in the latest full month published, not works on the road today, and misses long works with no update.

Common questions
- Does road tax pay for roads?
- No. Vehicle excise duty, often called road tax, has not been earmarked for roads since 1 April 1937, when motor taxes began to be paid into the Consolidated Fund. Fuel duty is not earmarked either. Road spending is decided each year like any other spending.
- Who is responsible for fixing a pothole?
- The highway authority for the road: National Highways for England’s motorways and major A roads, and for other roads the county council, unitary council, metropolitan district or London borough (Transport for London for its red routes). In Scotland and Wales it is the council or the government for trunk roads; in Northern Ireland, the Department for Infrastructure.
