Local government: what councils spend, where the money comes from, and every council

£202.4bn was spent on local government services in the UK in 2024-25, £2,921 per resident. That is +2.4% on a year earlier after inflation (+6.5% in cash). In 2025-26 prices it has gone from £224.1bn in 2007-08 to £209.3bn. Counted with accounting adjustments (the Treasury’s total managed expenditure basis) it was £244.2bn. Central government paid for about 69% of it.

What is the short version?
- Mostly paid for by central government: council tax pays for 21% of English local authorities’ money; grants, business rates and fees pay for the rest.
- Social care is the biggest council cost after schools: 38% of English councils’ net spending in 2025-26 went on adult and children’s social care.
- Fewer staff: local government employs 33% fewer people than at its 2007 peak, partly because schools and services moved out of it.
- Every council has its own page: the table at the bottom links to each one.
Over the longest run published: cash, real terms and per head
Real terms use HM Treasury’s GDP deflator, 2025-26 prices. Breaks in the series: 2011-12: Each year comes from the newest PESA edition that has it as outturn (editions 2012, 2016, 2019, 2022 and the latest); later editions revise earlier years, so the joins between editions can move. 2010-11: From 2010-11 schools that become academies leave local government and are funded by central government, which lowers councils’ education spending in England. 2013-14: Police and fire in Scotland became national services (Police Scotland and the Scottish Fire and Rescue Service) on 1 April 2013 and left local government. 2013-14: Public health moved from the NHS to English councils in April 2013, and council tax benefit was replaced by councils’ own council tax support schemes. 2015-16: Northern Ireland’s 26 councils were merged into 11 on 1 April 2015, with some new functions (planning, local economic development). 2019-20: Reorganisations since 2019 (Dorset 2019, Buckinghamshire 2020, Northamptonshire 2021, Cumbria, North Yorkshire and Somerset 2023) replaced counties and districts with unitary authorities, moving spending between the kinds of authority in England. 2020-21: Covid-19 grants raised councils’ spending in 2020-21 and 2021-22. 2013-14: Universal Credit gradually replaces housing benefit paid through councils, which lowers councils’ social protection spending.

What it is spent on
Across the UK, most local government money goes on social care, schools, and (in England and Wales) the police and fire services. What councils themselves spend their net budgets on is in the second table, by nation, in each nation’s own terms.
Functions are the UN’s classification (COFOG) as HM Treasury applies it. Social protection is mostly social care and housing benefit; public order and safety is police and fire in England and Wales.

Where the money comes from
Central government pays for most of it. Council tax is the one tax councils set themselves, and it pays for 21.0% of English local authorities’ money, less in Scotland and Wales, where more comes as general grant from the devolved government.

1,970 thousand people worked in UK local government in 2026 Q2, 33.3% fewer than at the peak of 2,952 thousand in 2007 Q2, and 11.0% fewer than ten years earlier. Headcount by council is not published for England; each council’s pay bands and senior pay are on its pay and allowances page.
ONS public sector employment, seasonally adjusted headcount, the first quarter of each year. Counts people, not full-time equivalents. Moves between sectors (schools becoming academies, which ONS counts as central government; public health moving to councils; police and fire in Scotland becoming national in 2013) change the count without anyone changing job.

What each measure counts

Council spending per resident, excluding schools, police and fire
Net current spending per resident by every council serving the area, on all services except education, police and fire. Keyed by the district or unitary council (local authority district). In two-tier areas the county council’s spending per resident is added to the district’s, as if spread evenly across the county. Education is left out because schools that became academies left council budgets at different rates; police and fire because most are run by separate authorities. Compare within a nation: England’s figures are before ring-fenced grants, Scotland’s after every grant, Wales’s before specific grants.

Share of income from council tax
Council tax as a share of the council’s council tax, business rates, government grants and the income its services raise. Depends on the kind of council and the nation’s funding system.

The real-terms change (HM Treasury GDP deflator) in council spending per resident excluding schools, police and fire, from 2017-18 to the year shown. England only, where the revenue outturn runs back to 2017-18; areas whose councils were reorganised since then have no figure.

What these figures do and don't show
- Two measures, not one. The UK and nation totals are HM Treasury’s (PESA): current spending on services plus net capital spending by every local authority. The kinds of authority and the councils below them are the authorities’ own revenue returns: net current spending on services, after the income services raise and before most grants, with no capital spending. They do not add up to the national totals and are not meant to.
- Compare within a nation. England’s net spending is before ring-fenced grants, Scotland’s after every grant and Wales’s before specific grants; police and fire are local government in England and Wales but national services in Scotland; Northern Ireland’s councils run far fewer services. Per-resident figures are only compared between councils of the same kind in the same nation.
- Councils of different kinds do different things. A district council runs no schools or social care; a county council runs no bin collection. The “council spending per resident in the area” measure adds a two-tier area’s county and district together, treating the county’s spending as spread evenly per resident.
- Schools move out of the figures. Schools that become academies are funded by central government, so English councils’ education spending falls as academies grow, whatever happens to school funding.
- Cash, real terms and per head. Real terms use HM Treasury’s GDP deflator in the dataset’s price base; per head divides by ONS mid-year population. The long run joins five PESA editions: later editions revise earlier years.
- Some councils are late. Where an English council had not returned its newest year, MHCLG’s totals by kind of authority include MHCLG’s own figure for it; the council’s own row shows its latest return.
- Spending is not results. What councils deliver (school inspections, care ratings, road condition, recycling) is on each council’s area page, beside the money and never as its result.

Common questions
- Is council tax most of what councils spend?
- No. In England council tax pays for about a fifth of local authorities’ money; the rest is government grants, retained business rates, and fees and charges. In Scotland and Wales council tax pays for a smaller share, because more comes as general grant from the devolved government.
- Why do the council figures not add up to the national total?
- The national figures are HM Treasury’s, which count capital spending and every kind of local authority on one basis. The council figures are each council’s own revenue return: net current spending after the income its services raise. They measure different things.
- Where can I see what my own council spends?
- Every council in the table on this page links to its area page, where its spending is broken down by service and each part of its council tax bill is traced to what it pays for.
