£125.7bn was spent on education in the UK in 2025-26, £1,809 per resident. That is −1.2% on a year earlier after inflation (+2.2% in cash). In 2025-26 prices it has gone from £17.9bn in 1955-56 to £125.7bn. In England, schools receive £8,400 per pupil aged 5 to 16 in 2025-26.

What is the short version?
- Mostly schools: primary and secondary schools take most of the money; universities are funded mainly through tuition fees paid with student loans, which are lending, not spending.
- Every English authority and every school: schools block funding per pupil for each authority over time, and each mainstream school’s allocation on its authority’s page.
- Devolved: each nation sets its own budgets and counts differently, so per-pupil figures are compared within a nation only.
Over the longest run published: cash, real terms and per head
Real terms use HM Treasury’s GDP deflator, 2025-26 prices. Breaks in the series: 1988-89: Before 1988-89 the UK series is the OBR’s historical education figure (from the IFS); from 1988-89 it is HM Treasury’s PESA. 2012-13: Higher tuition fees (up to £9,000) replaced most teaching grants to English universities from 2012-13, moving that money from grants to student loans, which are not counted as spending. 2016-17: Spending by phase before 2016-17 comes from PESA editions published before the Office for National Statistics changed how student loans are recorded (December 2018), which counts the part not expected to be repaid as spending when loans are made; tertiary education before and after is not like for like.

What it is spent on: by phase
Most education money goes on schools: £60.8bn on secondary and £43.4bn on pre-primary and primary in 2025-26, in cash. Universities appear small because in England most of their teaching income now comes from tuition fees paid with student loans, which are lending rather than spending.
HM Treasury’s sub-functions of education (COFOG 9.1 to 9.8), editions stitched: PESA 2026, PESA 2021, PESA 2016, PESA 2011. Tertiary education does not include the money lent as student loans; on the current basis it includes the part not expected to be repaid, which earlier editions (the years before 2016-17 here) did not count the same way. Real terms use HM Treasury’s GDP deflator.

Schools in England: funding per pupil
England’s schools receive £8,400 per pupil aged 5 to 16 in 2025-26 in cash, against £5,190 in 2010-11. After inflation that is £8,400 against £7,798 in 2025-26 prices. DfE plans £8,580 for 2026-27. Each school’s allocation is published: every local authority’s page lists its schools.
DfE’s core schools budget for pupils aged 5 to 16 divided by full-time equivalent pupils. 2026-27 onwards is DfE’s plan, partly estimated. Real terms use HM Treasury’s GDP deflator (2025-26 prices); DfE publishes its own real-terms series in 2025-26 prices. The schools block line is the part of it allocated through each local authority’s schools block.

Schools block funding per pupil
The local authority’s schools block of the dedicated schools grant, with the grants later rolled into it, divided by its schools block pupils (aged 5 to 16, in state-funded mainstream schools). Cash. Upper-tier authorities (counties, unitaries, metropolitan districts, London boroughs), England only. The latest year is the provisional allocation.

Schools budget per pupil (Wales)
The individual schools budget the council delegates to its schools, per pupil, as budgeted for the financial year (Welsh Government, delegated school budgets). Cash. It excludes spending the council keeps centrally. Welsh councils only: not comparable with the English schools block.

Cost per pupil (Scotland)
Gross revenue spending on primary and secondary schools divided by their pupils, from the Local Government Benchmarking Framework (its primary and secondary indicators combined here). Cash. Scottish councils only.
Further education and apprenticeships
Further education colleges and training providers are funded by DfE in England (16 to 19 funding and the adult skills fund, largely devolved to mayoral authorities) and by the devolved governments elsewhere. Apprenticeships in England are paid for from DfE’s apprenticeship budget; large employers pay the apprenticeship levy.
Academic years run August to July. 2025/26 is part of the year so far. The apprenticeship levy began in April 2017 and funding rules changed then, so years before and after are not like for like.

The levy is 0.5% of an employer’s pay bill less an allowance of £15,000, so only employers with pay bills over £3 million pay it; HMRC collects it across the UK. It is a tax: receipts go to the Exchequer, and apprenticeship budgets in each nation are set separately, so receipts and spending are not matched.

Northern Ireland
Schools in Northern Ireland are funded by the Department of Education: most of the money goes to schools through the Common Funding Formula, and the Education Authority, one body for the whole of Northern Ireland, runs special education, transport, meals and other services. The department’s resource budget at the start of 2025-26, as published; not outturn. Universities and colleges are funded separately by the Department for the Economy.
In 2025/26, 345,564 pupils were at school and 20,177 full-time equivalent teachers worked in grant-aided schools, 17.1 pupils per teacher.

What these figures do and don't show
- Different measures at each level. The UK and nation totals are HM Treasury’s spending on education by function. Below them are each publisher’s own measures: DfE’s core schools budget, each authority’s schools block, councils’ net education spending. They are not expected to add up to the level above.
- England is not the UK. Education is devolved. The schools block, school allocations, the school workforce, apprenticeships and the student loan book shown here are England’s, and are never added to UK or other nations’ figures.
- Per pupil is not comparable across nations. England’s schools block, Wales’s figures and Scotland’s council spending per pupil measure different things, so each authority is compared only with its own nation.
- Student loans are lending, not spending. The money lent, repaid and still owed is shown beside the spending, not added to it. Only the part not expected to be repaid counts as spending, on the basis the Office for National Statistics introduced in 2018.
- Nothing here shows cause and effect. Pupils per teacher, apprenticeship starts and other figures are shown alongside the money, not as its result. Areas differ in deprivation, sparsity, pupils with special needs and costs, which is why funding per pupil differs.
- Allocations are not spending. School-level figures are what each school was allocated for the year, not what it spent; the latest schools block year is provisional.
