Transport: rail, buses, HS2 and active travel

£34.7bn was spent on transport other than roads in the UK in 2025-26, £499 per resident. That is −0.7% on a year earlier after inflation (+2.7% in cash). In 2025-26 prices it has gone from £19.0bn in 2006-07 to £34.7bn. Government support to the railways in Great Britain was £21.6bn in 2024-25. Franchised train operators received £2.52 of subsidy per passenger journey (2025-26 prices). £44.2bn had been spent on HS2 by the end of March 2026 (nominal (cash) prices).

What is the short version?
- Rail is most of it: most transport spending other than roads goes on the railways, including HS2.
- Every train operator has a page: its subsidy per journey and per kilometre, fares as a share of costs, punctuality and cancellations, against Great Britain.
- Buses by area: support per resident and per journey for every local transport authority in England.
- Price bases are never mixed: ORR’s real terms, DfT’s cash and the HS2 reports’ own bases are each labelled.
Over the longest run published: cash, real terms and per head
Real terms use HM Treasury’s GDP deflator, 2025-26 prices. Breaks in the series: 2015-16: Network Rail was reclassified to central government in September 2014; its spending counts in the railway line and the Department for Transport’s budget from 2015-16, which is why rail spending jumps that year. ORR’s operator subsidy also changes source that year. 2016-17: HM Treasury’s figures from 2016-17 (PESA 2021 onwards) include the local-government part of Transport for London’s Transport Trading Limited, including Crossrail; earlier years, from older editions, do not. 2020-21: From March 2020 emergency agreements moved train operators’ revenue risk to the government, and bus operators received pandemic grants: support rose sharply in 2020-21 and 2021-22 while fares fell. 2022-23: ScotRail has been run by a company owned by the Scottish Government since 1 April 2022. 2020-21: Wales and Borders rail services have been run by Transport for Wales Rail Ltd, owned by the Welsh Government, since February 2021.

Rail, buses and the rest: what the money is spent on
Of the £48.9bn the UK spent on transport in 2025-26, £26.5bn went on railways, £5.6bn on local public transport (buses, trams and concessionary fares) and £2.7bn on other transport. National roads (£6.1bn) and local roads (£8.1bn) are on the roads page.
HM Treasury’s spending by function (PESA table 5.2), stitched across editions. Before 2015-16 the railway line leaves out Network Rail’s own spending; from 2016-17 it includes Crossrail. Real terms use HM Treasury’s GDP deflator.

Government support to the railways since 1985
Governments paid £21.6bn to the rail industry in Great Britain in 2024-25 (£22.4bn in 2025-26 prices), against £3.2bn in 1985-86 on the same basis. Since 2020 the government has carried the railway’s revenue risk, and it now funds HS2 as well as the existing network.
ORR table 7270, published in real terms and rebased here with HM Treasury’s GDP deflator. Negative operator figures are premiums paid to government. Enhancement funding cannot be separated before 2009-10. ORR marks series breaks in 2015-16 and 2019-20. Freight grants and miscellaneous support are in the total but too small to show.

What each measure counts

Government subsidy per passenger journey
The operator’s net government subsidy (negative where it paid the government a premium) divided by its passenger journeys, in 2025-26 prices. Subsidy is ORR’s net franchise subsidy from 2015-16 and, before that, the government’s payments to the franchise holder (ORR table 7273, without its estimated share of the network grant), so there is a break at 2015-16. Worked out here from ORR’s figures.

Government subsidy per passenger kilometre
Net franchise subsidy divided by passenger kilometres travelled on the operator, in 2025-26 prices, from 2015-16. Long-distance operators carry passengers further, so this is the fairer comparison between them and commuter operators.

Fares as a share of operating costs
Fare income as a share of the operator’s operating expenditure (staff, rolling stock, track access and other costs), from its management accounts (ORR table 7226).

Trains on time
Share of recorded station stops where the train arrived early or less than a minute late, over the financial year (ORR table 3133).

Cancellations
The cancellations score (a full cancellation counts one, a part cancellation a half) as a share of trains planned, over the financial year (ORR table 3123).

From franchises to public ownership
Until 2020 most passenger services were run under franchises: private companies took the fares and either received a subsidy or paid the government a premium. From March 2020 emergency agreements moved the revenue risk to the government, and operators have since moved into public ownership, ahead of Great British Railways. These changes are marked as breaks on every operator’s series.

Buses: support by type, and by local transport authority
Central and local government put £3.0bn into local buses in England in 2024-25, including concessionary fares. There were 4,078 million local bus journeys in Great Britain in 2024-25. Support per journey across England was 82.4 pence, spread over every journey, fare-paying or not.
DfT BUS05bi, cash converted to real terms with HM Treasury’s GDP deflator. Concessionary reimbursement pays operators for carrying older and disabled passengers free, on a “no better, no worse off” basis; DfT notes it is not a subsidy to the industry. England only: Scotland and Wales run their own schemes.

Each year is the count at March at its end. Employee jobs in rail passenger and freight transport in Great Britain at March, thousands (ONS employee jobs, as republished by DfT in BUS07c). This is the industry, not only train operators, and excludes jobs classed elsewhere (such as some infrastructure work). HS2: spend to date and the cost estimates
The Department for Transport reports to Parliament on HS2 every six months. The reports have used different price bases over time (2019 prices until December 2024, cash since July 2025), so each figure below is shown in its own base and none are added together. Phase 2 north of Birmingham was cancelled in October 2023; the latest estimates cover London Euston to Birmingham and the connection to the West Coast Main Line at Handsacre.

Active travel: walking, wheeling and cycling
For 2026-27 to 2029-30 the Department for Transport has allocated £121m a year of capital funding and £38m a year of revenue funding for active travel to 79 local transport authorities in England outside London: £600m over the four years. These are allocations, not spending. London is funded through Transport for London, and Scotland, Wales and Northern Ireland fund active travel themselves.

HM Treasury PESA chapter 1, each year from the newest edition that has it. Years marked “plan” are plans, not outturn, and use the OBR’s forecast deflator. The budgets include roads (National Highways and local roads grants). Network Rail is in them from 2015-16.

HM Treasury’s country and regional analysis: spending that can be identified as benefiting each nation, divided by its own population. Transport is devolved: Transport Scotland, the Welsh Government (through Transport for Wales) and Northern Ireland’s Department for Infrastructure (through Translink) run their own rail and bus policy. Spending for the UK as a whole is not assigned to a nation, so the nations do not add up to the UK.

What these figures do and don't show
- Roads are on their own page. The totals here are railways, local public transport and other transport; roads are left out, so the two pages can be added without counting anything twice.
- Three measures of rail money. HM Treasury’s railway spending (the long-run chart), ORR’s government support to the rail industry, and each operator’s net subsidy count different things and do not match. Each chart says which it is.
- Price bases are stated on every figure. ORR publishes in real terms; it is converted back to cash here with the same GDP deflator. DfT bus figures are cash. HS2 costs are in the price base each report used (2019 prices, cash, or a mixed base) and are never added together.
- Breaks in the series are marked. Network Rail joined central government’s books in 2015-16; operator subsidy changes source that year; from March 2020 emergency agreements put revenue risk on the government; and operators have moved into public ownership since 2018.
- Nothing here shows cause and effect. Subsidy, punctuality, cancellations and journeys are shown side by side. An operator carrying more passengers further, or running on a busier network, faces different costs.
- Where a level is not published, it says so. Government payments to an operator are one net figure; Network Rail and HS2 publish their spending by activity only in reports; bus support by council is published for England only.
- England-only and UK-wide figures are kept apart. Bus support by type and by local transport authority is England only; ORR’s rail figures are Great Britain; Northern Ireland’s railway is shown separately.
